Senate Bill 1 was passed in 1997 to create a state-wide water plan
from the local regions up to the state level. Previous water plans
failed because they were created at the state level and were passed
down, restricting local buy-in and involvement. The State was divided
into 16 planning regions (see the map to the right). The Sulphur
River Basin is contained within the North East Texas Regional Water
Planning Area as defined in Senate Bill 1 (the region in blue).
The ultimate goal of the State Water Plan is to identify those
policies and actions that may be needed to meet Texas’ near-
and long-term water needs based on a reasonable projected use of
water, affordable water supply availability, and conservation of
the state’s natural resources.
The Texas Water
Development Board (TWDB) oversees the funding and general administration
of the development of the water plans. TWDB maintains a web site
with all of the water plans, including the North East Texas water
plan submitted in the fall of 2000. Click here

contains all or part of several river basins. The following
